It seemed a normal Sunday afternoon for residents at Block 35 Kang Ching Road, until an explosion was heard by residents in the area.
Then, civil servant Sawal Waren , 45, quickly rushed to see what happened, and caught sight of a man, "whose face was black and peeling."
Mr Waren recounts seeing another man fanning the face of the victim.
The victim, Mr Sulaiman Mohamed Kuti , was repairing cables at the Taman Jurong sub-station when a flash fire broke out. Two of his co-workers helped him.
Two other workmen suffered minor injuries and did not require hospitalisation.
Mr Sulaiman was fixing the problem when the accident occurred.
He was conveyed to SGH, where his sister Ms Sadiah Kuti said her brother's face was bandaged, and he could not talk though he was conscious.
Ms Sadiah added her brother is very depressed about his face being burnt.
This is not the first time Mr Sulaiman has been through this.
In 2003, while re-rerouting cables at the Fortune Jade condominium, he too was hurt in a similar flash fire caused by a short circuit. Like this time, he was sent to SGH but was in critical condition.
