Police give conditional warning to my friend

1 of my friend sms a girl asking her for sex and that he is willing to pay. She make a police report for outrage of molesty.
After my friend went down to make a statement, 9 months later the police contact him to close the case.
The police give him a conditional warning that he is not allowed to commit any crime in the next 12 months or else they will charge him in court for the new case plus this outrage of molesty case.
It is the Chief Investigating Officer who issue the conditional warning. He seems to be a big shot in the police force because he have his own office and my friend saw alot of other police officers bringing in people to his office for him to give them warning.
My friend find this conditional warning to be very bullshit. Because it should be AGO who issue him the warning and not a what Chief Investigating Officer. The Chief Investigating Officer does not have the authority to issue a warning. Only AGO and the judge can give warning.
Moreover, my friend did not have any criminal offence in the past too. This is his 1st case with the police.
Is the Chief Investigating Officer abusing his authority to give unauthorised warning letters?

Since he finds the conditional warning to be very bullsh*t, then he can write back to the chief investigating officer and directly say that 'This conditional warning is bullshit'.

Unfortunately the chief investigating officer is a guy not a chio bu so he can't be bothered with him

What will happen is that the CIO will be very sad and start crying. Most likely he will resign from the police force

u can write in to appeal on the process of how the warning is issued to you...another example of impropriety is checking on someone's IC on the street without wearing their cap while on duty...
u have your rights and in fact, i felt men's liberty are at risk of being threatened by women just because they are women...something has to be done reviewing the women charter and also to establish Men's Charter as well

the fren is wrong to do that ..... but police treatment is another issue...
separately not on the issue of molestation...and on the larger perspective, govt ought to amend certain laws to remove the risk towards Sg men and balance rights with the women charter

it is interlinked...and the root cause is exactly where i have pointed out...there are many contentious grey areas which is to women's advantage...why should men allow that risk impose on them?
