IIRC, the numbers was a signal to the police officers rather than to rioters. Signalling threat level. Someone please confirm this.

Dun u think there is a more intelligent way of relaying instructions? Then why they use their walkie talkie for? Unless they never carry walkie talkie?

I had seen mirror on the shield. Walkie talkies will be difficult to use given that both hands holding the shield and baton.
Arrows indicate directions I suppose.
Their shields are transparent plastic. Then what is a loud hailer for?
My friend say the signs is to warn the rioters.
if <- 2 means 2 more squads needed to the left...if 3-> means 3 more squads needed to the right..x means more than that or any balance men...green means crowd clearing..yellow means stand by...red means proceed cautiously..
