How do you define job well done

How do you define a job well done?
If a suspect get arrested, for good reason, but turn out to be innocent, the suspect won't be happy. if you don't arrest suspect, the public will say you are slacking.
If you patrol the street and do routine check on people, they will feel that you are harrassing them. if you don't patrol the streets, the public will say you are slacking
If there are lots of crime happening, the public will say the streets are not safe. If the crime rate goes down, the public will say that the police has nothing to do, and is slacking.
How do you define a job well done?

when rush them, it is advisable to not use high tech level units, takes too long to build them.
mirage tank is nice....

i hope that more manpower can be deployed to the ground. most of NPC teams are quite depleted/stretched.
anyway, my salutes to all officers in the force. esp those on the ground. executing their duty and most of the time, sacrificing their off-days.
