Thank you, this is a good point. It may not even reach the MP. Even for the meet the people session, I was told by people who went for it that the kakia always there to block people from approaching the MP.

You are back here again. I was told by police before, the time is 10.30 pm onwards and this is also the time the lights at the playground and other sports facilities in HDB areas are switched off.
It is not the time, it is the attitude of the police.

imagine you are kindergarten teacher. got a child A who keep disturbing child B.
scenario 1:
B: teacher teacher! A keeps poking me in the arm!
teacher: A, be nice and don't disturb B.
teacher goes back teaching, A disturbs B, cycle continues.
B feels he has no choice but to summon batman. batman solve the problem, everyone wins.
scenario 2:
B: A, can you please don't disturb me? It is affecting my sleep.
A: Sorry, I will not do it again.
B cuts down on the number of times he disturb A, but still does it from time to time. A understands that getting disturbed is part of life as a student in a class, and try to accomodate A.
If you report to your NPC, make sure to exaggerate the incident like this
"I heard a girl screaming loudly and the guy is shouting he is going to kill her! I think something is going to happen! Come help!" ... or something like that
That will escalate the simple late night loud noise scenario to a someone is going to kill somebody scenario and I am sure the officer will be more than willing to investigate

Your MPs has got this mentality where by if you keep being persistent with your complaint then the problem must be genuine otherwise just thow it out the window.
You can call for Police, but as been said earlier, how long they take to arrive will depend on the night. They might be engaged in other cases around the area, or there may be plenty of other noise pollution cases.
Anyway, besides calling for Police, you can also make a Police report. Tell them that you would like them to step in and help in this matter. However, the Police will require your assistance to lay a complaint with the Magistrate at the Subordinate Courts due to the nature of noise pollution offences. One the file is created, the situation will be monitored on a regular basis between the Police and the Courts.
Another avenue you can go by is by the community mediation centre [CMC]. You can either enquire with them, or ask the Police about the nearest CMC to your house. Once you get the details of this CMC, you can let them know of this matter, and they will see what they can do for you. They will in touch with you, as well as the other party.
Yet another avenue for expression will be the MP. You can write in, or tell him when he does his house visits, or meet him for his weekly meet-the-people sessions.
There are many ways to go about the situation. Hope this helps.

Hmmm, i do not have neighbours who quarrel loudly, but i do have people living in the other end of the block who seems tohave quarreled so badly, or the person who called the police has a greatstrory telling skills, that, more than 4 police car arrived!
I bet the person who called might have exegeratted 20 times
in the end nothing happened and all went back
OT: What happens if neighbours blast their speakers loud? I dun mean karaoke or wad, just plain songs. Maybe not the full song, but just the bass. The bass is those very irritating kind

If it is excessively noisy, and repeatedly noisy [until plenty of calls come in or in spite of repeated warnings], the Police are empowered to seize the item causing the noise.

I know it works... But you might be charged for filing a false complaint.. This might be a serious offence because there might be others who is more in need of help at the same point of time....
