That doesn't make much sense to me.
By the way, a number of retired police officers are retained in the force as civilian staff on a contract or daily-rated basis.

It was gossipped that the officer who doe not want the retired officer to attend the ceremony, so that he can go up on 'behalf' of the retired officer and take the medal as his own. It was mentioned in the gossip that it happed before.
