Help.clarification on laws pertaining to pimps and lookouts

Hello, I hope I am in the right forum to seek your advice.
Can some kind souls from the Police or relevant bodies clarify if the laws ( penalties or fine ) pertaining to pimps and lookouts are similar or different.
I asked because someone told us foreigners who act as lookouts for street-prostitution are not illegal or will not be arrested??
I asked because they seems to be untouchable or have been doing this for more than a year.

This would have more reasonable posted to the Attorney Generals Prosecutors for their comments then to the police officers. -

Yes. AGC is frankly the forerunners regards to this sort of issues. Police Officers are mere underlings working under the AGC on these issues.
What more common members of public only sees that its the PO doing the arrest and the AGC does the prosecutions in court.
What was not seen or understood was that AGC people are the leaders involving in instructing the POs what to do, when to do and Go Ahead to Do it.
AGC people are the Legal Eagles in Singapore.
Herwog, I understand from your emails to me, that you are currently a NUS undergraduate. Maybe you can enquire from your student attachments to find some attachments duties to AGC to find out more about the dynamics of our civil service since you have proven so interested in such people. -

The Women's Charter specifically provides that the acts are contrary to law and lists out the punishments. I have never seen any statutes of limitations barring foreigners from being punished for such offences committed by foreigners
From your facts, I presume that the identities of the alleged offenders are unknown to you. As such, lodging a Magistrate's Complaint would not yield much result. I would strongly advise you to forward the information to the Anti-Vice Branch for their follow up actions. I would also advise not to put up the photos on a public domain due to obvious reasons too.
