Horn continuously

  Anyone knows if its an offence to sound ur car horn continuously outside a place of worship like a church?

  From what I know, horning could only be used only to prevent an accident.
  
  Horning excessively for fun is an offense.

  depend on whats the intention of the horner. i've seen cases whereby worshippers park their cars inconsiderately on a public road obstructing traffic.

  well..the situation is like this driver was obstructed by another vehicle for about 2 mins but the driver seem to be in such a hurry that the horn was sounded continuously...both cars were stationary so I dont think there is an immediate risk of an accident happening.
  
  Anyone can guide me to where the statues can be applied in the above case?
