Generally, most VSCs recruits, after completing their training, are awarded Cpl (V) rank.
There are some like ex-regulars, PNS or ex VSCs are awarded their last rank in service when they joined VSC.
There was previous other ranking procedures that some recruits, after a years service, and their qualifications has degrees, are promoted to Insp(V).
New ranking procedures now in place, that those who 'displayed' exceptional leadership qualities *snort* are put up for acting Inspector rank and promoted officially to Inspector(V) rank after a year service as acting inspector.
Soooo....you may be a corporal of a year, a 14 year serving staff sergeant, with some proven track record and good educational qualifications....and you can be put up for acting inspector rank for a year and get your inspector rank.
Or....you can be contented to be a corporal for 14 years and do whatever you truly like to do, instead of hankering after the rank.
PS. They have more reasons not to put u up for a promotion then to actualy put you up for one. Easily from: Your hours not enough for one particular year in the past 7 years, to no IPPT due to injuries so you cannot be promoted or you didnt do well in your shooting. Or the best ones......you didnt do your VSC job well enough...(make a guess how you can do your job well, but because you dont angkat your senior officers or make a show of how 'fantastic you did your job'.

Yes they do attend to messages as well as long as they are assigned to the messages. Sometimes they still do even if the messages was not assigned to them (Kapoh lah).
