ICA gets a lot of cigarette smuggling cases because the price for a pack in singapore is about $11.. a pack in malaysia is $3.. the margins for profits are huge.. but ICA is looking out mainly for security items.. like bombs and guns and weapons... and since there are searches, the decision was made to have ICA do "agency work" on behalf of all the other agencies... -

at the checkpoints, ICA does everything for everybody...
but out of the checkpoints, the agencies have to look after their own responsibilities...
it's a thankless job.. now near chinese new year, AVA has decreed from the time of the Nipah Virus outbreak that no pork or pork products be allowed into Singapore...
people will still insist on bringing into Singapore (like Singapore don't have like that!!) and when ICA officers tell them to throw into a bin for disposal as biohazard, they get abused, threatened and more by the travellers..
same thing goes with chewing gum, and all the other things..

Crimewatch used to show the marine police, I got the impression that it's under SPF.
Marine Police or now currently known as Police Coast Guard has the power to arrest the smugglers.
If its contraband ciggies. Items will be handed over to the Customs to work out the values of the items and provide the necessary documents to jail the smugglers.
If its illegal immigrants, the ICA will provide the necessary documents.
The police merely helps to stop, arrest and have the other agencies provide help with the jailing. -
