Not too sure for Customs... but ICA is where you get your IC, apply for social pass (non-Singaporeans), Visa, etc. -

used to be, when it was SIR.. you are human, you go through Immigration.. if you are animal, vegetable or mineral, you go through Customs...
now, ICA is border security which is in charge of all people and goods coming into the country...
Singapore Customs' work is to collect GST from people coming in and refund GST to tourists going out... and Customs Duties on Dutiable Items only.. Singapore has 4 dutiable items: Tobacco, Alcohol, Motor Spirits (diesel and petrol) and Cars..
in other words, they don't do much... just collect money and make sure people play the duties...
ICA looks after the checkpoints, all cargo coming in and going out, the ports, the cargo coming in (Air Cargo Complex and Parcel Post is also the responsibility of ICA)
and also, ICA is responsible for Immigration Laws... which cover foreigners, PRs, Singapore Citizens, and have to go out to arrest immigration offenders...

illegal immigration from the water is still pretty much PCG's job although ICA has boats on the water if i am not wrong.. -

controlled items like: nightsticks - SPF, uncensored stuff - MDA, unlicensed communications devices - IDA, protected species - AVA
