now, ICA is border security which is in charge of all people and goods coming into the country...
Singapore Customs' work is to collect GST from people coming in and refund GST to tourists going out... and Customs Duties on Dutiable Items only.. Singapore has 4 dutiable items: Tobacco, Alcohol, Motor Spirits (diesel and petrol) and Cars..
in other words, they don't do much... just collect money and make sure people play the duties...
ICA looks after the checkpoints, all cargo coming in and going out, the ports, the cargo coming in (Air Cargo Complex and Parcel Post is also the responsibility of ICA)
and also, ICA is responsible for Immigration Laws... which cover foreigners, PRs, Singapore Citizens, and have to go out to arrest immigration offenders...
that's the difference these days...

ICA gets a lot of cigarette smuggling cases because the price for a pack in singapore is about $11.. a pack in malaysia is $3.. the margins for profits are huge.. but ICA is looking out mainly for security items.. like bombs and guns and weapons... and since there are searches, the decision was made to have ICA do "agency work" on behalf of all the other agencies...
