I have spoken to him and we agree that it may be due to his lack of experience in interviews. Therefore it is alright to apply again for him as there is no such thing as a record where one who failed before will be 'blacklisted'? From a human resource management view of point.
Your friend was not recruited at the final interview due to a lot of reasons.
He still has chance, but in order to better his chances. He need to maybe work on his interview techniques or accquire some more skills that would make him attractive a candidate to keep.
Your friend should consider better qualifications, job experiences in other fields or acquired more skills before he re-try at the SPF.
I always encourage able men & women who dont make it into the SPF regulars to join the VSC to get some taste of what police work is about while they are upgrading themselves.
It might help to give them a better understanding of police work and the necessary skills required if they really decide to apply again to become full fledge officers.

If you really want to know how the job suit, go join the [b]Volunteer Special Constabulary. From there, uou will know how it functions.
Enjoy your duties as a VSC 1st. It's interesting as you do not have too much responsibilities as the Regulars do.
Choose the division you like, preferably at the next town, not too near your house. (trust me)
At the meantime, go study.....get your diploma....then switch to be a Regular.
Dun worry, every quarter of the year, they invite VSCs to join the Regular team.
Once with Diploma, u'll get your Sgt rank..
Once with Degree, u'll should get your Insp rank..
