  unsure of whr do these FINES money go 2 when ppl pay up 4 their fines..

  i learn from my law lecture that it goes to some sort of 'central' fund...
  
  this fund pay the judges's salary

  No lah...conflict of interest right?
  I think you got it wrong.
  Its goes to a central fund...to do charity, build roads etc.

  exactly....conflict of interest....maybe that is why judges give heavy fine although there is a guideline...
