  I can tell you for a fact that those training blue or redguns require a permit or something from the SPF before you can import it in. We inquired before the Homeland Security show ealrier this year.

  Hmmm... I can conceivably see a reason for the permit requirement: it wouldn't be too difficult to paint one of those training guns to make it look like the real thing, at least from a reasonable viewing distance.

  Those are plastic ones with red plastic parts along the barrel, with lights inside. e.g M4 Carbine.
  
  So that no one will mistake it for the real thing.

  They have this plastic full sized M16/M4 with variations selling @ depratmental stores...$24.90..but 1 thing..the dust cover is placed on the wrong side...
