Age for handcuff restraint

  I think it's 16.
  
  few years ago, two siblings came to my workplace and stole some stuff.
  
  the elder sister, 16 yrs old i think, was handcuffed. the bro was not more than 9 yrs old i think.
  
  my colleague who reported the police felt so bad when we saw her being handcuffed. haiz~

  hmm, actually arrested dosent mean guilty. My fren got arrested for shoplifting and hand cuff put into car and to the station. Lockup some more. School was notified and after talking by fellow frens and teachers, he was fortunately cleared of charges.

  Whoever's a risky person can be handcuffed. Be it an old lady or a young boy... That's what a handcuff's for isn't it?

  We have rules to follow, when u in the force, u would know when to use the handcuff and when u dont have to use.
