Of cos....there is always a more sinister intention to all these requirements for police clothing.
Here's what I can think of.
a) young man tells future g/f that he is a TP. Thus will need some pics and clothing items to subtlely show off lah.
b) young man wanted to dress up as a TP to scare off other road users.
c) young man wannabe TP. keeps a collection at home to feel safe/closer to their ideals.
d) young man need to bluff their family members to allow him to attend certain courses which the family members object to. (But for work, then family members will have no choice mah.)
e) young man was misled to believe that police clothing can ward off evil spirits.

If they can afford to go all way out just to get the boots , i don't see why the price tag on a "full U TP bear" would hurt their pocket ~

Was with some officers last night where one took receipt of a brand new MHR Police Helmet as his personal issued equipments.
We chatted a while and the rest of the officers contributed to how a few TP officers nearly lose or lost their riding helmet.
One:
A officer step down from his bike, hang his helmet on the bike, went to summon a few cars and when he return, the helmet was missing. Now.....those in the know, that helmet cost S$2k.
He eventually has to call back and has someone bring him a spare helmet so he can ride back to HQ.
Two:
Another officer was recently at the Thaipusum Festival controlling road traffic. He left the helmet hanging on his bike. He later spotted the helmet missing and saw a couple of indian/blangah guys holding his helmet and running away. He gave chase. The thieves then throw the helmet into a drain. The helmet suffer scratches and even the tough fabric fabric reflector strip with the police words was torn off.
The thieves runs off by blending with the crowd.
