Communication works when it is two ways, up to down and down to up. However in all place where ranks play a part, this does not work. if upper management ask u to do something, u dont, u already had commited a offence. So therefore this type of communication does not work. These SOs are limited to their office 4 walls. Friends like JOs, with their eyes on the ground, can see more and even devise out practical solutions.
Without your friendly inputs to them, how are they able to supervise and lead with practical action plans?
My point being: Why is JOs only willing to receive a down ward communication from SOs when they can position themself to give/receive communications on the same level as SOs friend.

The young sergeant was also in the midst of guiding the group away from the path of the SOs cos he does not want to walk face in with the SOs.
SOs are humans too, they also wouldnt mind having JOs to count as their friends. Especially a friendly face that can say hi to them as and when they are off duty.
Why are SOs so discriminated?
Is it the JOs are worried that if they are seen talking to a SO, they will be labeled as apple polisher by their peers?
