i wrote a letter about my incident about the funeral wake thief guy that threaten me and paste it in front of blk314 lift to serve as warning to residents and ask them to take personal safety and their families and so on.
my intent is to let my neighbours know that there such a theft happened and how i was being threatened. and also be more alert about crime prevention.
on second thought violent threats is a serious crime against a person that reports police about crime and for my own protection. and also not to let him get away with threats without informing yishun NPC.

In any case why do you say that the law doesn't protect those who act in self-defence - how is that relevant to your case? In any case the General Exceptions in the Penal Code are defences which people bring up in court - if you don't bring it up to police or court then really that's your own business already can't expect people to guess / know.
Anyway I think if the guy was shouting at you and all that maybe you can still call police or write to your yishun npc - even if they gave him a warning the first time I don't think his shouting and yelling etc is correct the second time. Maybe you can try looking at this:

i am going to write to one of the sssgt and CO in yishun north NPC that i have worked with regarding neighbourhood noises by rowdy and disorderly youths in my void deck. At least they must know what this guy did to me and for safety of others here. It will be wrong of me if i did not inform him. -
This appears to be a case of "Criminal Intimidation" under Section 506 Penal Code (in both malaysia and Singapore) -

i have just handle the detail report to them at 8.15pm, asking for police intervention and action against his guy. To think he dare threatened me for reporting him stealing. maybe got some police law to protect those who reported crime.
all along i did not know this guy stay somewhere in my adjacent blk. i totally avoid him and his family. run away if i see anyone of them. i do not know them at all. and never seen them before until this incidents. adopting nothing to do with them attitude.
now using opposite of the main road to go mkt. -

If some one does that.. Give you pointers... take a gunny sack cover him from behind and give him a good one... He cannot see the assilant, aka no suspect in mind... dont say i teach you one..

i just read the penal code on criminal intimidation section 506.
it's very serious.
its a warning for all, never ever criminal intimidate or insult anyone in any situation. -
To add on to luke's comments: The above says that urgent cases should be attended in 15 minutes, but that of coz is only a guideline. When you actually witness a crime in progress, call 999 and tell them specifically that a crime is in progress. The message will be relayed to the resource responsible for your area. Should this vehicle be available, it will be rushing to your location with lights ablazing. If not, the next closest car is activated and so forth. As you would expect, the time taken is dependent on the number of resoures available, the distance of the closest resource, and the road conditions etc. Urgent cases like these are always given priority, and will not be treated lightly. -

so don;t expect the TV series kind of less than 5 mins anytime of the day.
if can see police face within 25 mins already very good.

and thats why officers are trained everyday to have appreciation of situations during their regular rounds. they will know how to response to case by case basis.
thats why i always waited 20 to 30 mins before calling again.
however it is wise to called again if "life" is threatened or sequence of events is going to turn bad and run home and lock door. may never know if these guys are on drugs or troublemakers out to demand money.
or may have just hit or interrupted an illegal transaction.
sometimes. these troublemakers pruposely made alot of noise so that someone will give them $$ANG POW$$ to go away especially during chinese funeral wake. or in any HDB areas which are silent with few residents.
they induce fear for money, easy way to get free money.
i have seen a few gangsters beat up a shop assistant because he offended them with bad remarks outside hair dressing shop yishun blk 29X few years back. it took the police 20 mins to arrive after another shopkeeper made the call, by then the gangsters just walk happily away.
i am not sure which is more effective or crime deterrent, old system of more police posts or NPC.
whichever one, i still noticed the response is still 20 mins or more. -
Some areas are BIG and due to the low crime rate in the area, they would be less cars... so if they are at one end to travel to another end, would probably take some time... and for some area it is traffic jam galore... from my station to sls which is like 5minutes on evening jams take 15 minutes...

2nd best land division is CENTRAL... hahaha... think my presence makes a difference from the second last place the pervious year...

i think central faces a different kind of threats which requires more coordinated avaliable resources.
a lot of big shots are there.
they will face new challenges in modern threat diiferent from their colleagues in neighbourhood crimes, disturbances and domestic problems.
other than hooligans on roller blades and skateboards at raffles place MRT or shops complaining on hooligans disturbing their business and shoplifting. -
