In any case why do you say that the law doesn't protect those who act in self-defence - how is that relevant to your case? In any case the General Exceptions in the Penal Code are defences which people bring up in court - if you don't bring it up to police or court then really that's your own business already can't expect people to guess / know.
Anyway I think if the guy was shouting at you and all that maybe you can still call police or write to your yishun npc - even if they gave him a warning the first time I don't think his shouting and yelling etc is correct the second time. Maybe you can try looking at this:

To add on to luke's comments: The above says that urgent cases should be attended in 15 minutes, but that of coz is only a guideline. When you actually witness a crime in progress, call 999 and tell them specifically that a crime is in progress.
