What is the standard shortest-time that Police Officers must reach an incident destination for emergencies and non-emergencies respectively upon receiving the call?
I'm very curious about this, Police Officers out there, care to share? =) -

And do we have the right to pin or subdue him?

most of my loud noise disturbances complains is about 25 to 40 mins.
one call i make to yishun NPC about theft in action blk 314 void deck on 6 june mon 1840hrs took 30mins. and only one malay corporal arrive on foot. the NPC is about 150m away. the group of youth were just about go away when he arrived. i even have to tell these youths to stay back. its a straight forward caught red handed case.
so don;t expect the TV series kind of less than 5 mins anytime of the day.
if can see police face within 25 mins already very good.
by then all action over. -
do not lay or raise a hand against criminals , or even vulgarity , or threaten or want to beat. singapore law always back fire against people who report and witness and even the officers on duty themselves. you have to be careful on the race. some race threatens with the word racism.
you can tell them to stay put. tell them you have called the police. if criminals are dangerous or in gangs, stand at a distance.
if have any form of camara take it at a distance.
its handy to have a digital cam.
but if you see a crime in progress or fights or assualt, usually it will be long gone before the police arrived. -
don't bother to do anything...suay suay you'll get bashed up yourself...

to arrive at the scene asap is my answer.
the fastest i ever reach is 2 mins.
cause i very near, and arrested one ppl for theft.
SOP say we should arrive no latter than 15mins for urgent message, and 30 for non-urgent message. but if u are not enaged, they expect u to arrive faster -

in singapore doing any kind of self defence against anyone that attacks is like going to jail instead of attacker or suspect..
you hurt him a bit , thats it, same charge as attacker.
don;t know why law like that. attacker can hit you but victim cannot self defence to hit back. -

my friend, how many police officers are there in spore? they dun just sit n wait to catch thief.
Thats why in movies, they are always the last to come. Unless they are tip off n know that a crime is going to happen, if not they need time to get in the car start engine, get the facts, drive safely..etc..etc...

on 6 june mon 7pm blk314 yishun, i caught red handed a mix indian malay 18 yr old unrepentant and disrespectful thief stealing funeral wake items and he was let off with stern warnings by a police coporal.
On 19 sun 10pm, he threatened, wanted to hit me and assault me , hurl vulgarities . His mother and sister even have to restrain him. it happened because he saw me looking at him and his sister near blk 310 and i did not realise he is my next blk 310 neighbour and i stay at adjacent 314. His shouting and insults brought his mother down to outside provison shop at 310 and i told her i caught his son stealing and reported to police and now he wants to wack me. i restrain my self while he hurl threats and insults for more than 30 mins.
i told his mother , if her son touches me i will call police. she assure me she will restrain her son. even as i left, the thief was still hurling insults and intent to assault me.
Imagine grown man have to swallow all the vulgarities and insults because of cannot strike back self defence law when still can call police. i can take him down anytime, law prohibits.
i regret not calling the police because it sends wrong signal that this thief and his friends can anyhow go threatening, hurl vulgailties, intent assault at citizens and me. If he threatens me again , i will definitely call police. but on what charge? not stupid warning again?
His shouting and threatening acts caught attention with passerbys and neighbours and probably shame the mother and sister as now most neighbours knew he is a thief. they will definitely be on their guard against him. No neighbour will feel secure if a neighbour has a son as a thief. some has develop habit of stealing or shoplifting.
when to call police, during hurling of insults and nearly hit me or wait until he hits a few times and run away and then call police. if let him hit a few times can get him jail , then worth it. but others will think i coward.
if he hit me and i kick him in self defence, i will be serious trouble.
thinking to go NPC or write in to NPC CO. How to find which unit he stay without getting assaulted? The family will surely notice me if i hang around.

if victim hits the attacker when attacker strikes first, and attacker injure , victim can be charge for causing harm.
if he dies, victim has to hire lawyers to prove victim not murderer/attacker
if got witnesses, most likely victim get charge for action causing death.

i think if victim is female and attacker male, the law will be on victim female side.
best action is run to safety and lock up and call police. imagine a grown man have to behave like a coward.

Always have this mindset that you didn't do anything wrong and you do not have to be afraid. If your conscious is clear why worry. If he attacks you he has commit a crime and those man in blue will come and aid you. Just becareful of your actions and what you do. Regardless of what threat treat it as a "bird chipping" or insane man.

Restraining the unruly person is different from attacking that abuser.
Maybe you would considering taking up self defence classes instead?
And that was a good judgement on your part not to have retaliated to his words of insults.
Takes a better man then that idiot to have your kind of patience so dont be too upset about it.
