Are there different set of criteria between NSF (full-time) and NSman (reservist)?

Depends on whether you're from Army, Navy or Air Force. Generally Navy CFCs are quite rare because Navy is the smallest service out of the three and hence the quota of CFC for Navy is quite little compared to army and airforce.

me is NAVY CFC
CFC got certain criterias, i only rmb a few
- Hold corporal rank for at least 6 months
- pass IPPT
- Assumed Leadership position. (This one the most impt)
Basically, once you met the first 2 criteria, the HR department will sent an email to your CO. Then, it really depends on your CO whether wanna 'fight' for your CFC rank anot. He has to justify how you assumed leadership position. By the time everything approved and you officially promoted, you actually wear the rank 2-3 months before you ORD.
Enlistees are enlisted men/ all basic
vocationalists.
Upon NS enlistment, enlistees enter Basic Military Training (BMT)
as Recruits (REC).
After graduating from BMT, they attain the rank of Private
(PTE).
Good performers will progress to the ranks of Private (First Class)
(PFC), Lance Corporal (LCP), Corporal (CPL) and Corporal (First
Class) (CFC).
