LCP = 8 months from DOE
CPL = 12 months from DOE + IPPT PassNon-combat-fit (PES C/ E)

1) Let's say I completed BMT in 4 months and then spent another 8 months in a camp as I was OOC. Being downgraded to PES C, will I get CPL rank when I got revocated as I have crossed the 12 months from DOE time frame?
2) If my PES is 1 year temporary and to get promoted, do I just need to pass IPPT once I got revocated?
3) Who should I clarify with? S1 Manpower Branch? Chief Clerk? Officer-In-Charge?

S1 Manpower Branch Clerk is to prepare rank promotion list to send to their respective immediate superiors to approve first. Once approved, S1 Manpower Branch will then do the paperwork. If you got marked down, you cannot be promoted the same as your peers as your officer in charge don't approve.
If S1 Manpower Branch have administrative lapse in paperwork, your rank promotion can be delayed. So make friends with clerks to help you check.
Different camps may have slight additional policy in place.
For example, this camp CO order is that we need to pass IPPT to promote to LCP.
LCP is essentially a vocational rank to show you have the basic skillset of your vocation.
But for CPL, PES A/ B combat-fit personnel must pass IPPT for sure.
Since 2009, if when you OOC in BMT and no recourse BMT, you are to ORD as Recruit.
You must complete BMT, then can progressed as a Private.
