While you can try to defer again, just be prepared to either let your colleague take over your business trip plan or postpone your own business trip plan.
As they already said that work commitment is a no excuse reason when even self-employed such as taxi drivers also need to go for ICTs even though knowing that their work is literally translated from Chinese language as "hands stop, mouth stop".

you should know that once u defer the normal HK ICT, they will call you up with a MUT within a short period notice.... MUT no need 6 months notice..
You should apply for overseas notification, before you book the air ticket. In this case, the names will be grey out in the NS system.
Apply for deferment again and see what they say.

ask company to write a letter that this business trip is importatnt, and highlight less then 3 month notice. Sure approve deferment....
there is a few category to request deferment sure will approve, 1 of it is less then what time frame is given... that why my unit always give ICT letter on the last day of this year ICT for next year.. No excuse

Exit permit automatically granted. But it is not permission to skip ICT if ICT scheduled. Still have to defer your ICT.
