1) The medical centre has to clear the workload/ backlog for the upcoming Medical Board meeting first. Since the MB timeslot booked beforehand by the medical centre is already full, he has to put your pending case statement to the next round of MB.
2) He needs to accompany you since he also has to be present at MMI in order to process all the cases pending from the camp medical centre at MMI.
3) It's to notify you, the undersigned to declare that you personally requested for the PES review. And if should you suffer any relapse (if any), the staff of the camp medical centre will be clear of any fault/ blame on whose idea it is for you to be upgraded.
4) It's all depends on the case statement and any supporting documents from your hospital specialist/ psychiatrist, and the prerogative of the Medical Board chairman at MMI.

As long as you can satisfy the Medical Board that you have recovered from your condition, I see no reason why they will not give it to you.

One downside about being PES E is being asked about your NS vocation during your job hunt. Replying that one was a clerk or storeman will raise suspicions!
Although the MO at MCC tells you that you are not required to tell the employer your PES status nor what you are downgraded for, common sense tells us that the employer will definitely feel you have something to hide!
I personally had one job offer retracted when the prospective employer knew about my PES status. I had already passed through all the interviews and was left withe medical check up. Although I was clear of the condition I was downgraded for, and had a doctor's letter to prove it (otherwise how would I have been upgraded to PES B?), the company doctor did not buy my idea and decided not to clear me for the job.So it really depends what TS wants from his NS. He evidently does not want to serve just as a clerk. I applaud his spirit.
I don’t know what’s the big deal about IPPT. It’s a good way to ensure you keep fit and, as NSmen, get some extra money as well!
Meaning you can choose your vocation except where there are other criteria to satisfy (pilot, WSO, CDO, NDU etc). And unlike in NS you will even be paid differently according to your vocation.

I would say the employer cares only if your job is
1) in Government, Government Linked Companies, or those with unofficial ties to Government (eg SIA. You have to fill in your rank, unit, vocation and NS liability)
2) involves some physical labour.
Otherwise, they won't care or PES E might even be preferred. Admin vocations = less likely to be called up for reservist. Aside from cost, it's the same reason employers prefer foreigners.
TS has "noble" spirit but if he overstretches himself and creates an "incident" in NS, he'll be worse off than he is now.

Not clear on the latest recourse policy, it changes often.
Long ago PES A/B went for max 2 recourse, if failed posted to combat unit to be tekan. After NS became 2 years, it was no recourse, posted to be tekan.
