How does a NSF enroll for those skills course? Parachutist, diving or jcc etc.(excluding ippt and marksmen) From what I see, usually officers(NSF) have them, specs some have, while men don't have. why is that so?
and usually infantry vocation have more of them. so how to I join these courses?

Vocation-specific courses (ie BAC, Diving, EOD) are compulsory for NSFs in specific vocations.
Qualification courses have limited training spaces and are usually allotted to vocationalists and regulars in order for promotion beyond a certain level. Last I recall, specialists need to obtain a qualification in order to be considered for JWOC.
NSF Officers used to undergo JCC as part of their Officer Cadet Course. Not sure if its still the case or taken over by the CSB.
Qualification badges earned during NCC days are authorised to be worn by those who underwent the respective courses.
Only course I can think of that NSFs can actively volunteer themselves for is the Rangers Course.

like what Obersturmfuhrer said, its basically dependant on your vocation and the time and unit you are at.
for instance, if you are a NSF commander (3SG or 2LT) whose vocation happens to be a Combat Engineer, you will definately be given the chance to achieve the CIED (counter improvised explosive device) badge during your specialisation phase from either SCS or OCS.
for infantry commanders, specialists usually pass out with the CSB badge while officers with the JCC and CSB.
if you are a normal trooper then i think chances for you to go for such courses are slim to none as you will definately have many things lined up for you.
for me even though i am an engineer, i managed to go for the jcc because at the time my unit had nothing on and my superiors allowed me to go because i expressed interest in the course.
latest i saw is that the infantry troopers are asked to go for CSB, same with the specs.
