AFAIK, self-rigged. The static line chutes are packed by the Riggers.
Hi, just to to supplement, the freefall primary chutes are packed by themselves, and they woud be checked by a qualified FFI(FreeFall Instructor) even if the former was a FFI himself. The reserve chute will ALWAYS be packed by the riggers.

i assume he blacked out before he could cut away and deploy his reserve. Pity he is 1 or 2 yrs away from retirement. Hell of a way to go. RIP

In terms of deloyment risk, it depends on the chute variety for the jump.
Sky diving and free falling is similar in style. but military free fallers usually need to carry weapon and equipment on jumps as compared to liesure sky divers.
Military free fallers train to jump from higher heights too. which increases the chances to reach terminal velocity which adds fatality to the death spiral.
