Read up on Rednano's link and you'll realise that the range of DXOs can range from your average clerk to superscale grade policy officers.
when you see the word executive, it means this is not a clerk bah. at least that is how the private system works.

you are correct in that the clerks and chief clerks in army are not DXOs.
graduate is for entry level for exec level govt jobs -thats why they say there fresh grads may apply- but non grads with working experience may apply.
