no, u dun have to get a silver to enlist. but by getting at least a silver, u will serve 22 months nsf instead of 24 months nsf (a 2 months fitness cut).
dun sign the contract for the money allowance... not worth... it uses this as a trap for exchange of ur youth. as said many times by others, u even have not go bmt yet. u know what's military? even if u last time ncc, its just a brink of actual soldierism...
if u sign then regret during 1st or 2nd year of ns due to various factors like job satisfaction, job routine, career advancement (when all nsfs shout "ORD loh!"), too late... u need to wait for the 5 year bond contract then u can leave the force. break bond, heavy penalty.
by judgement, nearly all here r civilian reservists, u will noe the majority response for ur intention to sign on regular.
as advised by many here, even if u siao on want to sign on, think thrice for the passion, not for the money... dun be brainwashed by the current 'honour n passion' propaganda reruns show weekday daily at 11pm. the extras in the show r mostly actual nsfs skilled in wayang.

Just to add on to what eac said, IF you do sign on,it is compulsory for a regular to get silver in IPPT in each window if he does not want his promotion to be affected. There is a directive about it.
But when it comes to regulars' IPPT sessions,"miracles" and the "impossible" always seem to happen, lol.
I'll not cloud your personal judgement with my view on signing on as I'm tired of saying it over again but I will strongly advise you to think carefully. I have known many regular specs who were thinking about ER...from 2SGs all the way to MSGs though they never told me why they wanted to leave early but I think most of you would be able to guess why.
