I did my NS yonks ago.... but even at that time we had "foreigners" serving their NS. It was because one of their parents was Singaporean. But they held foreign passports and I think one of them has now left Singapore and is living elsewhere.
I can confirm one of them became an officer in 1 CDO Bn and the other was a spec in an infantry unit.
We should not see any difference today. For the junior ranks , LTAs and Specs and soldiers, there is less concern about security issues.
If you mean combat, yeah. I'd served with a number of Indonesian Chinese-PRs in my time, even a Taiwanese one. But they'd also went through the local educational system prior, & I suppose this extended "indoctrination" cleared one level of the security checks (if any).
If we can have a 1st generation PR get the SAFOS scholarship and convert to citizen, and get into UAV, which is one of our more sensitive commands, I don't see why there should be a problem with 2nd gen PRs.
I guess it really depends what "sensitive" is.
As far as I know, the 2nd Gen PRs i served with so far hasn't been to sensitive command. The most "sensitive" 2nd PR i know is Dy S2 of a battalion, he only in singapore less than 6 months before NS.
I am one myself, but i wasn't cleared to be Armskote spec. For some reasons i don't understand till today even though I have been in Singapore for 20+ years.
Other 2nd Gen PRs i know, Arty PC, SAR PC, etc etc.
And if my memory don't fail me, I think our first CON was a taiwanese.
