The reason you were issued No. 4 is for military training. In addition, for practical purposes, you can wear it to/from camp. If you want to do otherwise, you better make sure you got a NCC epaulet :P The reason for all this is to distinguish between military and civilians. It the same reason civilians not allowed to take 5-tonner.
