Yeah, I think they have shuttle service. Either to Tanah Merah MRT or to Tanah Merah Ferry Terminal (can take looping bus 35 from Bedok Int., which also stops outside the 3 nearest MRTs -- Bedok, Tanah Merah & Expo.)
The Ferry Terminal & the Naval Base are on the same road, but about 4km apart. If I'm correct, other dwellings in the vincinity (inc. the Air Base & the Yacht Club) also organize their own shuttles though I suppose, given how ulu the place is, you can also try thumbing a ride from any passing delivery vans. -

If stay out, perhaps you can sleep over weeknights with a relative/friend living in the East. *shrug* Might as well learn to become independent a bit.

There's shuttle to CNB in the morning and evening.
If you are just posted to CNB from Tekong, don't bother asking, you'll be a stay-in personnel for some time to come.
BTW, there's a last bus at 2300 going out to Tanah Merah if you're interested. -
there's a shuttle bus in from tanah merah mrt and only this mrt.
services start at 0655 and leaves every 5-10mins
it takes about 15 minutes to 30 minutes to reach the base.
my advice is take the earliest one so that at least you have time to figure out where you need to go.
Changi Naval Base is big, therefore there is a bus inside too, depending on where you need to go.
P.S. Changi Naval Base and IMOS are two different places. -

above is for the rich and too many money to spare (juz kidding)
alternative way is to take mrt till tanah merah and take shuttle service, if u miss den take a cab there. -
Just from tanah merah to Changi now costs something like $12.

From what I heard last time, from CAB (East) Main Gate to ECP on cab, it's already $4....I'm not surprise now the fare from Taneh Merah MRT to CNB which is further to be $12.
