Hmm, 1st-time ICT? Your proposal entails submitting the SAF 28 form on your own, except your boss must declare in Part II of the application that he won't be paying you (i.e. stating his name, company appointment, signature, company address, company stamp & company CPF number.) He & you shall keep a duplicate copy, in addition to the original submission to the paymaster. You sure he'll agree to be in cahoots with you, in scamming the Govt?
As Koolkool pointed out, the "extra" money you'll looking forward to shall only be your service pay too. Back when I was doing reservist while in NUS, one week's ICT equals only about $100 (which I could've earned in just 2 days of part-time work). Not worth it.

I think it was theoretically possible, in the old days. But such ploys are flawed cuz they always leave a paper trail, & the law can also be applied retroactively (like the recent tax evasion case involving the AMK curry puff guy).
What you make in mind is only one of the ways of settling reservist pay: continue receiving your pay, & leaving it to your HR department to reclaim the amount from Mindef. There's 4 other means I can think of, one of which I thought could've been the T/S's situation. The first is the SAF 28 form, for people like contract workers, I guess. The second is the SAF 29 form, for the self-employed.
Another is to submit both forms, as mentioned in the Reservist booklet & the MUP folder issued out, which I imagine is for those who're working a second job (either at night, on weekends/annual leave or as a freelancer). The SAF will reimburse, I reckon, provided there's proper notarization & certification of the job details, wage payment structures (for each of the last 6 months'), etc. Take need, though, they can be so ngeow that you must separate writing out any allowances (& also why they differ in amount or were discontinued). The problem here is, instead, getting into trouble with your boss if your job contract prohibits or requires permission first to moonlight on the side. Last time can take cover, but now the boss can easily check the submitted info at the NS portal.
The last way is not to submit any MUP & be resigned to getting service pay, like for university students.
