  i know of one at excelsior hotel, then got east ocean, or those under tunglok group one also not bad...
  
  or can go to Imperial at Raffles Hotels

  The Xin cuisine @ Holiday Inn Atrium is good. Forgot how much it costs but it should costs less than $30..
  
  Otherwise, the dimsum @ Tung Lok Seafood at eastcoast is quite cheap also..
