  The declaration of war by the Atlantic Federation causes a ripple everywhere. Dullindal asserts use of the "positive right of self defense."
  
  Cagalli maintains to the last neutrality and refuses an alliance with the Atlantic Federation. Her message is lost, however, in a question by Yuuna on whether she wants to repeat the tragedy of the past.
  
  Yuuna, in private, calms Cagalli down gently and kisses her on the brow. Cagalli gazes at the ring which shines involuntarily on her hand.
