Like what I mentioned earlier on. Seletar should take over 853 854 855 857 in return for 800 803 804 806 807 811 812 under Mandai (Sembawang Yishun).
963 and 966 should move to Woodlands instead.
The geographical location makes more sense this way.
I am not sure if 825 will continue to run or it is planned to be withdrawn in near future.

Lance and UDs used to perm on 825 with cameo come from O405
In the event Hougang goes to another operator, the following could happen:
Eunos routes go over to BNDEP,
Most Serangoon routes go over to AMDEP,
100 becomes joint AMDEP and BBDEP,
103 becomes full SEDEP,
109, 147 and 156 nominally AMDEP but ONP at HGDEP.
This arrangement will cease when Tai Seng depot is ready.

“Technical constraints� in each BCM package:
Bukit Merah & Woodlands: Cross-Boarder bus routes 160, 170 and 950.
Sengkang, Bedok, Tampines, Clementi, Bishan, Sembawang, Choa Chu Kang, Woodlands: Night-Rider bus routes.
The “easier� ones are Bulim, Loyang, Seletar, Jurong West and Serangoon, cuz it’s just normal bus services, and I’ve a feeling it’s specially designed for new operators to enter the industry.
If SMRT could use the whatever F1 technology it uses on the trains on the buses, and at the same time offer the lowest price, it may have a chance of winning a BCM contract.
Before the first two contracts fully expire in 2023, the following packages would have been tendered out:
Bulim, Loyang, Seletar, Bukit Merah, Sembawang (2020), Sengkang (2021), Bedok (2023), Choa Chu Kang (2023), Woodlands (2023).
Out of the 9 packages, there’s still 5 packages to be tendered out.
What I suspect is that Tower Transit and Go Ahead will claim 1 contract before their 1st contract expire, whereas SMRT will claim 2 contracts, while SBS Transit will claim another 1.
Making it 2 + 2 + 2 + 3.
If really want to match-fix, this is how it would turn out.
Nonetheless, I believe everything is done on a fair and competitive manner, with no match-fixing or whatsoever.
Woodlands is almost certainly for SBS Transit, cuz got cross-boarder, and a record number of night-rider bus services.
Sembawang and Choa Chu Kang has got SMRT’s attention all these while. Choa Chu Kang because of the 190 saga in 2013, and 300 saga in 2014. Sembawang because of new interchange opening in early 2000s, and 859A/B and 858 in recent years. So very likely SMRT is the natural winner for these packages.
Sengkang and Bedok are rather “neutral� ground. Every operator has an equal chance of getting the contract.

Ideally nobody should ever be allowed to hold more than 6 contracts because nobody deserves majority. SBST can maintain its routes in the central and east while losing the bulk of its western operations.

Sembawang should go to SBST. From this point onwards, the strategy for SMRT should only be on a reduction basis - the only change allowed for SMRT for every BCM tender is to reduce the number of packages they run.
The only package they can keep is CCK where they can wank themselves along to 190 and 190 only.

I would say that SMRT screwed up 854's fleet the most. Especially now that LTA had totally neglected 854 from the Seletar package and all the Yishun feeders gets the better treatment under Seletar.
For 859's fleet, the bendies were removed and replaced with WAB rigids just to get its WAB status in late 2012. But if I am not wrong, bendies are being deployed back on 859 these weekends. Now that there are many 0405G being thrown out from Yishun feeders, some of them should go back to serve 859 (as well as 171 too).
I hope that Sembawang Yishun package gets announced asap and come 2020 SMRT lose this package to other operators.

Coupled with the fact that there is a very glaring conflict of interest - SMRT runs NSL which includes Sembawang Station. If SMRT retains Sembawang package, they will only do up to what LTA tells them to do for the long distance trunks and nothing more, in a bid to herd and squeeze more passengers to their trains in order to get more earnings. Even under the Rail Contracting Framework, SMRT gets to retain some of the earnings from train ticket collections.
