Its because they want to learn more about Perth and subsequently London way of running bus operations...But to me find bi modal operator is better eg like Transdev Perth and Firstgroup.

Several Australian Capital cities practice BCM, not just Perth. Transit Systems, Transdev and Keolis Downer (parent of Australian Transit Enterprise) have contracts in other states on the same basis. So does CDGE's Westbus unit.

is it also true that SG1209Y - SG1217Z are transferred over to SMRT (from SBST) for legitimate use or is it just temporarily leased to SMRT to train drivers (who opt to get transferred to SBST) to familiarize SBST's ways of operation?
If this transfer didn't occur at all, why didn't sgWiki's admins take any action on the editor that inserted this information, specifically Erwinlee95.

Yes.. SG1209Y - SG1217Z were transferred to SMRT for MRT/LRT Shuttle Training and/or Shuttle 3..
To me, I think that BCM isn't good is that some services clock a high amount of dead mileage (such as 66, 143 and most services in Bukit Merah package). This problem will never be solved as there are long-haul routes in the packages (the worst is SKHG). Unless LTA allows operators to lease parking lots from each other to cater to these services.
example:
TT lease 3-4 lots for svc 66 at BNDEP, 3-4 lots for svc 143 at BRBP

Also, some Transperth contractors practise multi-depot control too. Swan Transit for 206, 207, 517, 518, 519 & 930 (Canning package, Beckenham and Southern River depots). Previously Path Transit for Warwick services (Marmion package, Karrinyup and Wanneroo depots).

51 may also be under joint control if SBST retained it. If Hougang went under a different operator it would be best if this route were under two packages like 950 (Morley and Claremont) in Perth.

with the new Citaro transferred to SMRT, seem like SBST only will get 5 new DDs and will be using KUB as spare buses...
TT gotten 20 new SD and 40 new DDs, while GA gotten 30 new SDs and around 40+ new DDs...
