actually, there is a gap between the VIN..
batch 2 end at 6634 (for 6864), 6509-6529/6819-6821 vin range are at 7655 to 7678..
and batch 3 (6550) start at 8581..and 6866 start at 8566
it does seem like it is additional order of 24 units...
also, looking at the engine number as well, 6509-6529/6819-6821 are pretty close to those batch 2 units (7xxxx series)
while those batch 3 engine number (last 5 digit) start from 84xxx onward

As far as I know, TIB1133B is still on service on Christmas Day. TIB1023K, TIB1098U and TIB1125A had also been spotted on service at least once on/after 20 December, but most of them had never been heard of since, especially some of those who came out once during lay up.
My point is, I believe these lay up buses are already gone case (in fact they will be taken off the roads once they reached exactly 17 years), and the combination effect of extension and lay up is simply just for ease of differentiation~TIB1117Z TIB1132D TIB1144U are the examples for inference.
