How about they build an interchange on the open space with shuttle buses connecting to T1, 2, 3 and upcoming 4.
This way all buses will go to one interchange and will not have to undego security check and basements, while shuttle buses dedicated for terminals can just drop the passengers at end of departure bay.
This will save runtime for PTO buses and can get massive high capacity upgrades + reduce travel time for people as they will have mini bus shuttle at 04-05 min frequency to their designated terminal without going to all.
Just an idea. Thoughts?

Having a shuttle bus to each terminal is about as bad an idea as the buses entering the terminal itself.
Forcing passengers to transfer and having to wait again and again, coupled with potential delays for buses and possible overcrowding, both on the roads and on the bus, are some of the practical consequences your idea is going to bring about.
Then there is the feasibility issue. Is it then worth it to operate such a large scale shuttle service, involving high fleet and labour requirements, without charging a single cent? Even if it is where are we gonna find it? You need to realise that the demand and flow for public buses in the terminals is CONSTANT and it's not like a periodic thing. Buses that are fixated to only carry a certain amount of passengers at fixed intervals are far from being the desirable move to take.
Tbh a centralised terminal shld really be centralised in location, with walkways that provides seamless and rapid connections to terminals the moment passengers leave the bus. It is far more economical for CAAS too. Now that the fools have forgone the chance to build a terminal inside the Jewel I am at least keeping my fingers crossed for a bus ter for T1-3 to be built on T1 CP or in front of the Jewel (a bit unlikely since it may ruin aesthetics), and another one in T5 that will also serve nearby T4. In the end buses only stop twice for 5 terminals.

Do you understand how 38 was formed? It was formed by the merger of 220 and 290. Your plan will make passengers travelling in the former 220 portion worse off as they will be left with 229, which has a longer headway and takes a longer route (up to 10 mins longer) to Bedok interchange. 229 also has an later start time at the bus stops along Bedok South Rd of 30 mins, which will impact those who must rely on the first buses to get to work.

Doesn't matter. Times have changed. 229 time can be adjusted. Please take 229 and then say if it is 10 mins longer. It is just 3 stops more and moreover people going to Bedok mall only take 38. Those going to MRT prefer take from Tanah Merah.
38 is just a duplicative service today and can be better utilized if connected to Upper Changi and airport. That's my take on it.

Sure you say so. Many people take 38 to the bedok south area from bedok. You might think a 10 min different could be nothing, but people who frequent it would find it a bigger difference with a less direct connection to bedok central. Also bear in mind that bedok south area is heavily utilised by residents and students (Temasek JC). Imagine a full 229 everytime it would pass by that catchment, how could other passengers board at the subsequent stops? There a reason why that stretch of road is being served by routes that duplicate each other (47 and 12, 38 and 229) and i would dare say it is to relieve the passenger

In future given how access into T5 will be very different from access to T1-4 I think it would be better for all public bus services to simply serve T5, and then anyone who needs to get to T1-4 to take the Skytrain/shuttle bus from T5 instead. I don't see public buses serving all of T1-5 because the detours involved are significant, and given how T5 is the future "main" terminal of Changi Airport this would probably best serve a good majority of passengers.
In a sense it's like how the Changi Airport MRT station only directly serves T2 and T3, passengers going to T1 will have to take a Skytrain over from either of T2/T3. Sure it's a hassle, but this arrangement serves the majority of the passengers well; likewise this would extend to a central bus terminal at T5 too (benefiting most passengers while inconveniencing a minority ...)

Times have changed, but routes haven't.229 (formerly 219) has always been there and 38 replaces 220 which was the preferred feeder route for Bedok South, and 229/219 has always been less preferred for Bedok South Residents over 220/38. Fun fact: The reason why the current 229 goes to Chai Chee is because there was an old terminal at Chai Chee.
Oh, and you don't think it takes 10 mins longer, but SBS e timetable says it takes 3 to 4 mins for 38 while it takes 9-15 mins for 229 to travel from Int to Panasonic bus stop. Comparing similar trips in the evening,
38:1733 Int, 1736 Panasonic, 3 mins
229: 1729 Int, 1744 Panasonic, 15 mins
Difference: 12 mins.
Feeder needs are always more important than trunk needs, much less that of a niche route like those to the airport.

Sounds like a good idea, but not sure for the rest of us who are reading this as each of us has a different opinion. But then just to clarify again, is there skytrain connecting to T4? I don't think there will be when it opens next year, but was there like this plan to restructure the skytrain by the authorities?

Hi mr orange28, looks good but unlikely. It is not practical to expect everybody to go to T5 to switch to sky train or shuttle bus just to go to other terminals. Changi airport is a major gateway and each terminal is made to be self-sufficient. Traffic must be free-flowing and passengers should be able to get directly to terminals without the hassle of transferring repeatedly. Cheers. Thanks.

Flat 50 cents fare for shuttle bus. Can be cheaper.
If LTA really does that and massive capacity upgrade, SBST will have at least 100 excess SDs.
For SMRT, very good because those bendies can be used for the feeders. But f**k for using the bendies on trunks (176 in particular), instead of massive DD upgrade!
LTA should have ask SMRT to scrap all those NWAB bendies for good and replace them with 30 A24s exclusively for their feeders and 858 only.
