sv 24 has red marking in all bus apps from 530-645 pm. This is because of SUTD that buses are packed to brim as sv 24 is fastest to Tanah Merah MRT, though sv 2 is an alternative.
Not sure if there is a merit in diverting sv 38 along SUTD given its high duplication with sv 12 and now in Simei town there is sv 20 too.

Don't think SUTD is much of an issue given the small population; all three buses (2, 5, 24) connect to MRT stations, with the most direct being 5 to Simei. There is also 47 in the backyard to link to Tanah Merah which is easily an alternative choice. The bulk of 24's loading is more likely due to commuters to/from the airport.

Airport loading on 24 only exists in the morning towards CGA... Other times normal only
24 major catchment along Upp Changi is at the three stops after PIE... SUTD is one of them...
But students have lots of alternatives besides 24... Expo MRT is just a 5-10 min walk for some parts, and some students also wait for CCP shuttle... And yes 2 and 5 are options too...
Ofc I cant deny your findings that 24 has high loading from SUTD... But if you divert 38 where will it go then? You must not forget that diverting 38 away from Simei means it will have to skip all sections in the entire town... Even though each section does not have high pax, but when accumulate will have quite significant impact... Esp. The sector from Metta to Tamp.
Heard CGA Terminal 4 will inaugurate in 2017. Very soon we will know how LTA plans to manage Terminal 4. Will be super chaotic if all these buses enter/exit Terminal 4 as well.
Surprisingly, none of the new lines DTL3 or TEL terminate/pass through Changi Airport Terminal 4. I thought that's a basic they should have planned.
TEL was meant to go there towards Changi Village via Xilin, but in the end the CRL is going there

As for Cross region line, feasibility study is also being done to see if can connect to changi airport terminal 5.

Semi-budget... Coz the budget airlines all gonna shift there when finish...
The facilities are pretty budget... No direct connection with other terminals (meaning minimal transfer facilities), no transport infra, and minimal staff and more automation...
The only reason its "not that budget" is coz the place looks like taxes arent gonna be that cheap... And got aerobridge for some gates...
Also, CX is moving there so... (Tho it does seem pretty budget an airline alr imo)

It is not about transferring.
If your mom transfers at TPE stop, there is no guarantee she will get a place in 858 that comes all the way from Woodlands, can be severely delayed due to traffic and then she will have to squeeze in anyway.
If she has an option of transferring at Sengkang with a seat, she should take it then go in a crowded bus standing all the way. Unless transferring is such a huge sore point that she is okay to waste 30 extra minutes and squeeze and go throughout.

It shouldn't be too difficult if there are designated bus bays (or just a regular bus stop?) for the existing bus serivces (like the underground ones in Terminals 1,2,3) right outside Terminal 4, and a direct exit to PIE/ECP from Terminal 4 - that way the buses would all do T3>T1>T2>T4 (skipping the existing bus stop right before the slip road to PIE) before heading out.
Given how T4 was not meant to be a "budget terminal" (otherwise why tear down the old terminal?) it is likely that public buses would directly serve it, unlike previously when travellers have to walk 5-10 mins from the bus stop along Airport Blvd to/fro the Budget Terminal ...
