Hi mr sbs3004X, the answer is very simple.
969 starts from tampines to woodlands. Both interchanges are not part of Loyang depot. If either of it starts from pasir ris, Punggol, changi village or changi airport, it will be qualified as loyang package.
For seletar package, the authorities announce that bus services from Ang mo kio, yio Chu Kang and Yishun will form the buses for seletar. It is only that the winner of the tender will control 2 interchanges (yio Chu Kang and Ang mo kio). Get it?
Just like the winner of loyang package only controls pasir ris int and Punggol int. They did not take control of changi village bus terminal and changi airport bus terminal.
There is a difference between bus services operate out of the interchange/terminal and the tender winner taking over of the interchange. They are two separate issues and it is spelt out in the press release. Hope you get it. Cheers. Thanks.

85 is okay what,Punggol-Yishun.3 & 136 is funny because their original interchange is Tampines and AMK respectively..
