  I will franchise out most of the operations, and only focus on bus operations. By having others to provide the miscellaneous like bus advertising, cleaning and maintenance, I may be able to lower the cost of operation, and submit the lowest bid, to win bus contracts.

  because in a way there's economies of scale enjoyed, as you are leveraging on other people's resources which they already have; no need to buy your own. Also, those who provide the services would make money by providing their service. So, in a way it's a win-win for both my company and their company.
