A bit subjective IMO. Like is there a rough idea of when and which part of the route is the loading level.
When is demostrated in the second post (925 high loading during peak)
Which part will be for example - 53 (Pasir Ris - CGA - High) and (Pasir Ris - Hougang - Medium)
This method IMO will be a good way to justify why certain services run certain fleets. One more way this info can potentially tell us is how the loading is like outside of peak hours, especially night hours. Some services have crazy loading after peak.

I don't think 11's loading is as low as <30 pax. A few months after its extension, it already got 20-30 pax from Stadium towards Rhu Cross on weekends. Now I think loading should have been improved both during peak and on weekends.

So we take it as an average,I dont want to know the loadings is good only during occassion,Must be consistent.
We take the peak hour loading and average it over most buses. There could be sporadic services where one bus will be late and then get crowded, but then there will be a bus right behind that will be empty.

Actually 851 loading can be quite high between Marymount and AMK Ave 6, as many prefer to take it from CCL and the industrial estate at Marymount towards AMK Ave 6 / YCK.
