Obviously its heavy,27 loadings TPE-Tampines MRT & Tampines Ave 7/4/5 to Airport.
Monday-Saturday 89 use full fleet DD while on Sundays/PHs you will see more single deckers.

I think 27's frequency is 5-10 min, so actually its quite good for a normal trunk route, but i still confuse why it's still heavy loading, maybe lack of duplicative svc for that stretch of Sengkang- Tamp Ave 10/9?? (except 168)

To date, 27 is still the only direct service between Sengkang and Tampines, and the fastest service between Tampines Central and Changi Airport.
Furthermore, 27 is prone to bunching due to tha large number of buses (as it cannot use DD) and traffic jams along TPE. It's very common to see a few 27 buses bunched together, the first one packed to the door while subsequent ones only have a few or no standing pax.

As demand for most express services are directly between residential areas and the CBD/industrial/educational facilities, I've decided to split up the stops as follows:
CBD stops (Boarding)
Anson Rd - 3 (3)
Robinson Rd - 9 (0/6), 14 (0/5), 18 (0/4)
Fullerton Rd - 28 (0/10)
Nicoll Highway - 30 (-2/4)
Residential stops (Alighting)
Mountbatten Rd - 26 (-4/0), 23 (-3/0)
East Coast Rd - 21 (-2/0), 17 (-4/0), 15 (-2/0), 14 (-1/0), 13 (-1/0), 13 (0/0), 11 (-2/0)

* So now the verdict is, with only around 30 pax using sv10e for the PM peak (I assume the loading should be a lot higher during AM peak), should sv10e just use SDs instead?
Disclaimer: The above verdict is notwithstanding the fact that I boarded the last sv10e departure, which could probably mean that most ppl who wanted to take sv10e probably took the earlier departures instead. Another factor in play could be that the sv10 in front took hold of the bulk of sv10e's supposed loading.

svc 10e should continue to be full fleet DD excpet maybe the last bus because if it is late, mostly everyone will go in svc 10 bus. Your loading is definitely affected by svc 10 just in front of it. AM loading is quite heavy on 4/5 buses.
