LTA does count CDS as new services.
I hope there is a Woodlands to Pasir Ris or SBW to Pasir Ris in the future, it is troublesome for Woodlands residents who wants to go PSR to keep changing buses at Punggol bus stop. Need a direct service or better extend 117 to Pasir Ris interchange.
Dont forget some Interchanges can accomodate anymore new service because of its structure..

41 runs along Toh Guan Road East, Toh Tuck Link and Toh Tuck Avenue. These roads are inside the boundary of Clementi planning area.
150 runs along Joo Chiat Place and Telok Kurau Road, which are roads inside the boundary of Bedok planning area.
In fact, by running along Marine Crescent and Marine Terrace, 150 also serves Marine Parade.

While you may be right that LTA has a big picture view on the situation, I think it is meaningless to look at it from a planning-area perspective, when there are sub-areas that see much poorer coverage relative to the area as a whole. There are many factors that LTA will consider. I doubt they have a uniform quota for the number of new services needed to be introduced in a given area.
I think the best way to predict is to look at the completion dates of BTO flats.

In total, we need thirty-one new BSEP bus services from Q2 this year to Q4 next year.
Yet, there are only twenty vacancies left.
I guess the last batch of BSEP new bus services will be launched in Q2 next year.
Thereafter, it is either another round of expansion of BSEP, or a new bus service improvement programme will be initiated.
Otherwise, I guess it's going to be long routes covering several newly-completed BTO estates in a town.
With around sixteen towns (Ang Mo Kio, Bedok, Bukit Batok, Bukit Merah, Choa Chu Kang, Hougang, Jurong West, Kallang, Punggol, Queenstown, Sembawang, Sengkang, Tampines, Toa Payoh, Woodlands, Yishun) and twenty vacancies, it may be possible to cover every newly-completed BTO estates by the end of 2017 with twenty bus routes or less.
If have remainder, we can fill that with new City Direct bus services.
If so, the roll out of the final twenty BSEP new bus services could be like this:
- Q2 this year - Sengkang, Tampines, Woodlands.
- Q3 this year - Choa Chu Kang, Yishun.
- Q4 this year - Kallang.
- Q1 next year - Ang Mo Kio, Bukit Batok, Hougang, Punggol.
- Q2 next year - Jurong West, Queenstown, Sembawang.
- Q3 next year - Toa Payoh.
- Q4 next year - Bedok, Bukit Merah.
Where the remaining four are City Direct bus services.
