Actually not the first premium svc at night... According to mytransport.sg, there are already premium svcs between SIM and Hougang (752) / Tampines (758), which operate from 6.30 - 8.30am towards SIM, and 9-11pm from SIM. Useful to have such svcs especially at night, when public buses have lower freq.
Press release from some time back, but doesn't seem to be posted up here. City Direct 652 (Ang Mo Kio) got a 5th morning trip from 19 Jan 15 (last monday). I think it's the most for city direct svc by pte operators, not counting 850E and 951E (6 morning trips each)

Seriously it is such a waste of resources to implement 2 short route to keat hong close. Currently. Eventhough 983 is planned to be extended to BP at a later date

Yes, especially when Keat Hong is still under development.
I think route adjustment to 300 with 300G/W is excellent, and they could have just introduced the short trunk via ave 3, ave 5, ave 6 going forward to BPJ. This would have made more sense than suddenly bombarding the area with all look-alike routes. not really benefiting people.

My guess is that they introduced 983 in order to maintain the link between Ave 5 and Ave 4 (which makes some sense as there are schools along Ave 4). And there need to be a service that goes into Keat Hong Close, so there cannot be only a trunk service to BPJ as you proposed. Just saying
The service can do Keat Hong Close in both directions, as from 2016 you will need connection to DTL2 as well.

983 will serve with 172 route aft new busstops at CCK Ave 6 outside Keat Hong Close, then towards ITE with 67/188 and follow 187 thereafter to BPJ... Brickland Rd so far dun have a right turn to new CCK Ave 6 if heading towards CCK...
Below is what i suggested using Brickland Rd, but if you zoom in and look carefully at that junction on the map, it didn't have the right turn... The very possible route would be the yellow line continuation towards BPJ...
Service 983 [Choa Chu Kang Int <> Bt Panjang] (LOOP)
- Pair of new bus stops already shaped near Keat Hong Close currently, that will possibly make way for future 983 extension (labeled with orange line as indication in the map)
- To make up the speed along the route, it'll will ply Brickland as a suggestion for now, so that pax can head back to their estate in a shorter time
