If you see 240 it is more of an intra-town like sv 913... where you have people board along Corporation to Lakeside and then Boon Lay Place to Boon Lay Interchange... people take it for short distance.. yet upper deck full.
If you observe sv 334, most people alight at Jurong Polyclinic and before.. who board at Jurong East Interchange... Upper deck always full
241 maybe small and again connecting both Boon Lay and Pioneer MRT but upper deck always full
Same goes for 179, 243, 181 - all these are like feeder routes with full upper decks.
There are lot of ppl who also like to go to the upper deck even if it is for short distance. Example: my kids when they take bus they will always want to go upper deck.. and not be on lower deck and sometimes I have to shout coz distance is only 2-3 stops. When go to school, will always sit on upper deck for 3 stops.
Lot of different type of habits and people around here

Quicker option is to take sv 30 or sv 154 depending on where you live along Taman Jurong. 240 is mainly used between Corporation and Lakeside, Lakeside-Boon Lay Place-Boon Lay and most people take it for 3-4 stops... yet upper deck well utilized.
Those elderly loves to camp at lower deck unless its quite a journey..Even 291 on certain times also like 15-25 ppl goes to upper deck..

Ofcourse. Off-peak you have only 45-50 pax on sv 291... in that case okay if only 20 pax go upstairs.. in peak hours, ever seen people try to go to upper deck... and upper deck full and have to come back downstairs.. 291 upper deck already full before it turns onto Tampines Ave 5.

That time i talked to a bc driving 402 and he said LTA control the frequency and deployments of the BSEP bus svcs very strictly.. If you are late more than 10 mins BCs are fined. SBST has hardly any say in this afterall BSEP is under the government's control.

161 is quite okay now. Do you know how many DDs have been added and all SDs converted to DD slot? I think there is a huge improvement on 161 and it is doing quite well. Delays can happen on any long route but just adding buses is not the option here. We need more dedicated bus lanes.

I have a feeling they work together. SBST took few services to improve on its own, LTA took others. Like 181, 185, 334 (at least till now) are all improvements only from SBST side and none from LTA even though all these are super crowded services.

dun complain about weekend frequency.... almost every service have poor weekend frequency... there is lesser demand and obviously, SBST can put in more buses on weekend but then who is going to pay for the BC's OT? obviously, SBST have the data/loading level to determine how many buses they need to deploy on weekend..

he is complaining about the poor frequency on weekend for sv161, not for weekday (cos he only taking during weekend).. sv168 also have similar frequency on weekend and he never complain? lots of SMRT services also have poor frequency on weekend, he also never complain?

pls lah.. dun anyhow say.. why would a BC go purposely drive so slowly and in the end, he cant rest? there are many factors which can easily caused buses to arrive late....
BC will be query if they arrive way too early, that is for sure... but when BC are late, usually there are valid reasons involved... traffic jam/accident/too many ppl boarding etc etc...
