Pardon me if I'm wrong, but did I get the notion from the article that buses arriving slightly earlier of their timings on those svcs tested will also be penalised?
Idk how it'll go. But there are quite a few svcs in there whereby the BCs work out among themselves on leaving the Ints during Peak Hours tgt or about a min apart, or even discussing at the traffic lights with hand signals. And then they share the load along the next few set of bus stops by picking up pax on alternate bus stops of each other so that both would be on-time eventually at the next Int.
By introducing this BSRF thing, it's like a double-edged sword. Imagine one poor Citaro struggling with squeezing all the pax in despite it being late, but the BC of the next DD on that svc doesn't want to go too fast & help pick some of the Citaro's pax because he would be too early.
It's as though "yeaps, the bus will come on-time no doubt, but whether you can get on that bus, it's your own problem" ?
And then because of this BSRF, we'll have more buses crawling at 20kmh (eg Sv 39) along the expressways and making things difficult for the other heavy vehicles using the leftmost lanes. I say this, because the Sv 39 BCs are already practicising this habit after the first mention of the intro of this scheme earlier on in the year.
What I am worried about is that if the drivers are late due to some traffic conditions, they may start to skip stops to earn back time, and then commuters will be forced to wait for the next or the next few buses.
Maybe they need to adjust the timetable abit lorh...make it even more flexible.

i know..i mean he just feedback the scheme..anw 172 can be quite bad especially on Fridays when bus bunching occurs from time to time and bus towards cck mostly have to fly stop after Sheng Siong stop/Westville stop. This is also evident during school dismissal time. Major problem is during off-peak..
