It has not been introduced for Tampines Ave 7 people. It is for Flora Road and Changi North. This will unecessarily increase travel time for passengers. 18 can be diverted to st 41, Ave 9. Who cares? It is already quite a redundant service with pathetic frequency.

SBS Transit Service 4 is actually a delicated bus service to serve residents in the Flora Road/Drive estate. There are about 9 large condominium projects around the area, with 3 more under construction. And also a single condominium at Tanah Merah Besar Road.
The following condominiums are; Azalea Park, Ballota Park, Carissa Park, Dahlia Park, Edelweiss Park, Ferraria Park, The Gale, Hedges Park (U/C), Avila park, Estella Park, Palm Isles (U/C), Parc Olympia (U/C) and Compass Green.
Concurrently, a ComfortDelgro Shuttle Bus service is available for Flora Road/Drive Residents, however, it cost $1.30 per trip. Its too expensive for a bus service. With the help of East Coast GRC MP, SBST 4 is inaugurated.
Changi North has also plenty of Industrial Companies, those mainly in the Aerospace Trade. Service 37 deals with the south end of Changi North. However, the northern end has no other bus services due to its restricted road space before 2010. Until recently then Changi North Way is extended to Tanah Merah Besar Road.
For planespotters, Tanah Merah Besar Road (End) offers a clear view of the Runway (02L/20R), snap your pictures away!
I think for a start 7 Citaros will be good.
Are they still low-lying trees around that area though of Flora Road?

I would have combined Changi North and CBP services with service # 47. The route I propose would be:
Tampines Interchange --> Tampines Ave 7 --> Flora road --> Upper Changi Road North --> Tanah Merah Besar Road --> Changi North Way --> Changi North St 1 --> Upper Changi Road North --> PIE --> Simei Road --> Simei St 1 --> Simei St 3 --> Simei Road --> Somapah Road --> Changi Business Park Vista --> Changi Business Park Central 2 --> Changi South Ave 3 --> Ave 4 --> Ave 2 --> Ave 1 --> Xilin Ave --> Upper Changi Road East --> Tanah Merah MRT --> Bedok South Ave 3 --> Bedok South Road --> Bedok South Ave 3 --> BACK to Tampines Interchange
-- This route would connect Tampines to Flora road, Changi North
-- Provide link between Simei and Changi North as well as Changi Business Park

-- Provide link to neglected Bedok South Road HDBs that do not have a direct connection to MRT (unless you go the long route by 229).

There are no low-lying trees. However, the junction of Changi North Way and Tanah Merah Besar Road is very tight, the bus most likely have to manuver out of the road onto the grass verge.

Onto the grass verge? that does seem very tight. hmm. I still think Citaros would fit better, it doesn't quite justify Wrights? Perhaps only 1 to 2 Wrights I guess if any, but seems like the fleet would be majority Citaros.
If there really is a turning restriction, the most it'll get 7-8 Citaros...

Would rather it the other way round. Terminate BNDEP/UEC through CBP to Tampines and loop back.
What would be the berth for svc 4 at Tampines Interchange? I am not sure if there are slots available on the stretch where svc 37 stop is. They can replace the slot of svc 18 with svc 4 and move svc 18 to next to svc 23 berth.

The single digit exclusive for Bndep svc and if Bndep were to take partial control back svc 7 then it complete the puzzle.
