116 very poor response this morning. When I was at NEX, spotted Citaro with only 8-10 pax alighting and only 2 people boarded the bus at stop opposite NEX. I was at the stop for around 8 minutes. So at least for 8 mins, there was no 116 before.
This is morning peak hour time: 8.20am
Do people still not know about 116?

I took an empty 116 before, 6323E and 6326Y before. Also I remembered once I took a cameo habit on 190 from clark quay - orchard sector and I was the only one onboard.

190's main loading starts from Orchard. There is 124, 174 going to Orchard from Clarke Quay. So it is possible, that these 2 buses were ahead, and hence you were the only one :)

116 today evening peak 6324 (If I remember correctly) at 19.20 hours at same stop opposite NEX with taking only 5 pax on board. Is 116 becoming a failure or too early to say?

My friend, I think sbs191 was just being SARACASTIC to the comment SBS6078D had posted a few days ago when he mentioned that 136 has more than 100 pax on board, and then he mentioned that he was the only one on 190 from Clarke Quay to Orchard.
