It need not shift its entire fleet to DD immediately. Can be done in stages with deploying 2-3 DDs for peak hour loads and seeing the response, can gradually shift.
Anyway, I don't believe BCs need to be trained a lot as the size of bus is same, only height is more and a few safety / speed considerations have to be noted.
Unlike bendies where the buses being longer, the training needs to be more intensive. I am not sure if you agree, but my POV (Point of View).

Most buses in non-peak hours are almost empty. But during peak hours, we need DDs. Is there a reason why there is no DD deployed on 48 or 66, considering both are going through Little India and Bukit Timah crowded areas.
