He's referring to the Sv 103 fleet when TIBS just took over the service from SBS.
214E/214W uses 725A to 727U (from ex-803), then later on ELBOs
(renumbered as 820/821).
Just before 820/821 handed over to SBS,
both services uses the NAC UDs. 103 & 163 uses the UDs as well. (At
the same time, Dennis Lance were used on 103, 163 & 866 before they
were handed over to SBS)
(Service 59 uses Dennis Lance even the service was extended & renumbered to 866)

I had to go to Changi General Hospital today and decided to take route 5 from Tiong Bahru. It was a DD and when I took it right upto Orchard there were not more than 40 pax, that went upto 50 pax at Thomson Medical Center and then went down to 30 pax at Eunos / PIE Junction.
The moment the bus entered Kaki Bukit, I was surprised by the loading. Within 3 stops the bus loading was more than 80 and when I got down at CGH it was still around 70 pax. Pretty impressive coz this route had SDs plying before and definitely it would have been very uncomfortable if around 40-50 pax had to stand.
So good utilization of DD :)

Why SBST when they are not the ones in charge of the road infrastructure?
There are NO height limit restrictions for DDs to enter Serangoon Bus Interchange, provided that the standardized clearence for every bridges, flyovers, etc constructed is 4.5m.
Service 81 was made to loop at Serangoon Central instead, this is not some people claims that DDs cannot enter the interchange, but the link between Serangoon Central and Hougang/Pasir Ris/Tampines would cut-off. If Service 81 would amend to the new Serangoon Int, the route would have to be extended to Upp Serangoon Rd and followed by Serangoon Ave 2. If the amendment happens, then those regular Service 81 commuters who usually board from Serangoon Central (Serangoon Stn bus stop) will have to walk to the another side to the new interchange via NEX to board Service 81 or a distance walk to the nearest bus stop along Upp Serangoon Rd.

103 had Nissan U31SCN put to perm only on its final weeks just before SBS took back Jln Kayu services, same went for 820/821. I remember TIB327R and TIB329K did 103 whereas TIB331C and TIB332A did 820/821.
There was also one period of time in 1998-1999 when AMDEP did not have any NAC Nissan U31SCNs at all, until all the ELBO Scanias were transferred over to WLDEP. As such 820 and 821 (renumbered from 214E and 214W) used ELBO Scanias for that period.

Sv 82 had less chance to have U31SCNs running. Most of the fleet comprises of O405s, Striders & MB O405G box bendies. Even then (during the period of 1995-97), the older NAC U31SCNs also did appear on 82 & 103, despite the retirement draws near.

Service 81 plied Upper Serangoon Road all along...
